Minutes
No changes were made to the June, 2005 minutes.
Discussion:
The task force discussed the June 14th, 2005 newspaper article in the Silver City Daily Press regarding the sentencing of a local sex offender. Apparently both teachers and students in the victim's school did not maintain confidentiality. The task force discussed the need for sensitivity trainings. The prevention committee, which helps to organize training events that are brought into the schools, has developed a schedule of trainings and this document will be made available at the next DVSA task force meeting. The DWI program will be presenting the “Second Step” violence prevention training in grades K-8 beginning this fall.
SART
This June two 40 hour SART trainings were held, one in Silver City and one in Reserve. The trainings were well attended. Trainings for the Grant County Sheriff's Dept and the Tri-City law enforcement officers will be held separately. Since March 2004 (in just over 1 year of SART operation) they received 240 calls. In addition to responding to sexual assault incidents, the SART gives funding and referrals to local counselors. The Sheriff's Department was commended for their assistance to SART.
Community Happenings:
The Sheriff's Department was awarded a grant to assist with DWI and DV felony warrant roundups. The DA's office has a file drawer of outstanding warrants. The most current warrants will be addressed first.
10 new DV cases were filed with the DA's office just over the weekend.
Connie reported that there has not been an instrument in place to report and protect citizens from civil harassment. She has created a form for use by our local judges.
Training and Education Committee
Mary reported that the T&E committee is scheduling a DV training for the sheriff's department and other law enforcement officers throughout the tri-city area.
Coordinated Community Response Committee
The committee met earlier on July 5th and discussed the revised P&P document. A sign off sheet was recommended, as was new wording to protect third party witnesses to DV who experience employer or employee retaliation.
Old Business:
Domestic Violence Felony Offender Names in the Silver City Daily Press
The editor of the Silver City Daily Press has not yet brought up the issue of listing the names of DV offenders in the paper to the Owner. Michele will go to the Press office to explore whether the names of DV offenders that are listed are convicted felony offenders or first time arrests. The Silver City Police Department is exploring the possibility of listing repeat DV offenders in the paper. El Refugio staff will be meeting with them to discuss the issue and possible retaliation consequences. Rachel Sierra and Chris Ponce volunteered to set up a meeting between their supervisors.
District Judge meeting follow-up on emergency protection order policy and procedures
Quinn was not available to report on progress towards the emergency protection order procedures he and Barbara Raif, are drafting.
Protection Order Lag Time
El Refugio staff has finished collecting documentation on protection order lag time and turned it in to their Director. The lag time is occurring somewhere after they are signed by the district judges and before the sheriff's department. El Refugio staff was urged to get this information to District Judges Robinson and Quintero who requested it in April. (No happenings to date)
